An interesting one.. never thought bout it! I don't really know if there is any verse referring to it, but as per my understanding, during the time of the Holy Prophet (s.a.w), the women were already covering their heads and thus were told only to put on an outer covering..

33:59 O Prophet! Tell thy wives and daughters, and the believing women, that they should cast their outer garments over their persons (when abroad): that is most convenient, that they should be known (as such) and not molested. And Allah is Oft- Forgiving, Most Merciful.

And say to the faithful women to lower their gazes, and to guard their private parts, and not to display their beauty except what is apparent of it, and to extend their headcoverings (khimars) to cover their bosoms (jaybs), and not to display their beauty except to their husbands, or their fathers, or their husband's fathers, or their sons, or their husband's sons, or their brothers, or their brothers' sons, or their sisters' sons, or their womenfolk, or what their right hands rule (slaves), or the followers from the men who do not feel sexual desire, or the small children to whom the nakedness of women is not apparent, and not to strike their feet (on the ground) so as to make known what they hide of their adornments. And turn in repentance to Allah together, O you the faithful, in order that you are successful'
In any case, it is very true that to understand the verses of the Quran better, we have to understand pre islamic history. And yes, according to many verifiable reports, women in those times were already covering their hair

I remember that Sayyid Ammar Nakshwani (during one of his Ramadhan night lectures in Dar) had mentioned the fact that women in pre-Islamic Arabia covered their hair.Since this was what was required, Allah (swt) merely added that the head coverings be drawn over their bosoms.
