Six lane highway to ease Morogoro Road congestion

The government yesterday unveiled plans to construct a six lane expressway stretching from Dar es Salaam to Chalinze (100 kilometers) to minimise traffic congestion along Morogoro Road.

Works Deputy Minister Gerson Lwenge made this announcement to the National Assembly while responding to a basic question by Silvestry Koka (Kibaha Urban, CCM) who wanted to know what plans the government has to expand the Dar es Salaam – Chalinze road to reduce congestion.

He said a preliminary study conducted in September last year to tally the number of vehicles using the road indicated that the project could be implemented through the Public Private Partnership method and operate as a Toll Road.

“The government is currently looking for a local or foreign investor to invest in the project …the government is also working on the possibilities of obtaining a long term loan for implementing the project,” Lwenge said.

“A feasibility study will be conducted immediately after getting funds and work will start where by the road will be expanded later up to Morogoro,” he said.

The Deputy Minister however ordered people who have invaded road reserves on the Dar es Salaam –Morogoro highway road to vacate the areas as they will not be compensated when work starts.

Meanwhile, Stone Town legislator Muhammad Ibrahim Sanya (CUF) has advised the government to set aside 30bn/- annually for construction and rehabilitations of roads in Dar es Salaam.

The lawmaker said that the amount which the government has been setting aside was peanuts to meet the demand in the city which has been growing daily.

He said the city has a number of good buildings which were under construction but the roads surrounding the buildings were in dilapidated condition.

Responding, the Deputy Minister Prime Minister’s Office (Regional Administration and Good Governance) Aggrey Mwanri said that Dar es Salaam region has a total of 2,459 roads kilometers, among them 560 kilometers were under the Works Ministry and the remaining roads are supervised by Ilala, Kinondoni and Temeke municipal councils.

He said that the government was rehabilitating 1899 kilometers of roads under the Prime Minister’s Office (Regional Administration and Local Governments) using domestic funds through the Roads Fund.

Mwanri said in 2010/2011 the government spent 4.9bn/-, in 2011/2012 about 5.96bn/- while in 2012/2013 it expects to spend 7.34bn/- for rehabilitating the roads.

He however said the government has set aside 112.5bn/- for the Dar es Salaam Metropolitan Development Project with many roads in the city lined up for improvement during the process.

Works Minister Dr John Magufuli said that the government has a number of plans to ensure that congestion in Dar as Salaam was addressed.

He was responding to a supplementary question by James Mbatia (Nominated-NCCR Mageuzi) who said that congestion in Dar es Salaam was due to poor infrastructure and asked the government to establish a railway route from Ubungo Maziwa to City Centre.

The minister said the government was implementing a 300bn/- project which involve expansion of various roads in the city such as Kimara –Kivukoni, Magomeni –Morocco, and Mbagala Rangi Tatu –Karioakoo among others.
