Meli iliyokuwa imewabeba takriban watu miambili imethibitiswha kuzama katika bahari ya hindi eneo la Chumbe kisiwani Zanzibar. Meli hiyo kwa jina SKAGIT ilikuwa inatoka Dar Es Salam kuelekea Zanzibar.

Kulingana na taarifa za vikosi vya wanamaji , meli hilyo ilianza kupata matatizo baada ya kutokea mawimbi makali.

Jeshi la polisi la wanamaji nchini Tanzania limeanza shughuli za kuwaokoa watu zaidi ya mbia mbili wanaohofiwa kuwa kwenye meli ya Skagit inayoripotiwa kuzama huko visiwani Zanzibar.

Kwa mujibu wa taarifa za polisi, ingawa hawajathibitisha idadi kamili ya abiria waliomo kwenye meli hiyo, lakini wamethibitisha kwamba meli hiyo imepigwa na dharuba ya upepo mkali katika eneo la Chumbe pindi ilipokuwa inatoka jijini Dar es Salaam kuelekea visiwani Zanzibar.

Itakumbukwa kwamba, ni takriban mwaka mmoja sasa tokea ajali ya meli iliyokuwa imezidisha mizigo kuzama katika pwani ya kisiwa cha Zanzibar ikiwa na watu takriban 800.

Mwandishi wa BBC mjini Dar Es Salam, Aboubakar Famau anasema kuwa meli hiyo MV Skagit ilianza kuzama saa sita saa za afrika mashariki ikiwa inaelekea bara.

Safari kati ya bara na pwani huchukua saa mbili. Inaarifiwa huenda watoto thelathini na moja walikuwa kwenye meli hiyo.

Afisaa wa usalama katika bandari ya Zanzibar alifahamisha shirika la habari la Reuters kuwa meli hiyo sasa imebiruka.

"maiti kumi na wawili pamoja na manusura kumi tayari wameodolewa baharini kufikia sasa.

Shughuli za uokozi zinaendelea ingawa kuna changamoto ya hali mbaya ya hewa." hii ni kwa mujibu wa waziri katika ofisi ya rais Mwinyihaji Makame,

Kivukio kilichoko kati ya Dar es Salaam na Zanzibar huwa na shughuli nyingi sana na huvutiwa sana na watalii pamoja na wenyeji wa Tanzania.

30 dead, 100 missing as boat sinks
The Guardian Reporter

At least 28 people have been confirmed dead while some 108 others are still missing after a passenger ferry, whose name is yet to be established, capsized yesterday at Chumbe Island in Zanzibar.

In Zanzibar, it is known as Mv Karama Starlet, while the Surface and Marine Transport Authority (Sumatra) records show that it is known as MV Skagit.

The Zanzibar bound boat left Dar es Salaam yesterday at 12 noon but overturned on Zanzibar Channel at around 1.55 pm according to the Dar port control room.

There are conflicting reports regarding the number of passengers who lost their lives, those wounded and those rescued.

According to sources at least 150 passengers were rescued yesterday in the exercise that has been going on overnight.

According to the Surface and Marine Transport Authority (Sumatra) manifest, when the boat left Dar es Salaam port had 290 people on board of whom 250 were passengers, 31 children and nine members of the crew.

Speaking to The Guardian some of the injured passengers said strong sea waves were the cause of the accident.

“Strong waves hit the boat causing it to loose control and resulting into panic among the passengers who started to scramble for life saving jackets,” said one of the passengers at the scene.

“I have nothing to comment on this tragedy,” said Hashim Maulidi, one of the rescued pasengers who reside at Mikunguni, Zanzibar, said.

He said while they were in floating jackets they saw other passengers on the other side of the boat but later disappeared after the boat completely sank.

Some of the survivors said there were no efforts organised by the marine rescue centre to rescue them.

Zanzibar Acting Police Commissioner Said Juma Khamisi said they received information on the capsizing boat at 2 pm after which they immediately sent a rescue mission to the scene.

He said the source of the accident is yet to be established as investigation was still going on.

Zanzibar diver Ali Ramadhan said preparations for rescue exercise were not well made, causing them to delay to start the work, although they had arrived at the scene early.

He said the police boat had no fuel when it arrived at the scene.

Minister of State, President’s Office Dr Mwinyihaji Makame Mwadini said the deceased’s bodied would be identified at Maisara grounds. The wounded were taken to Mnazi Mmoja Hospital for treatment, he said.

This is another major marine incident where a number of people have been reported dead.

On September 10, last year 1,529 passengers died after the capsizing of MV Spice Islander at Nungwi in northern Zanzibar.

During the accident, 941 passengers were saved and over 1,000 others went missing.

Meanwhile, shocked Members of Parliament from Zanzibar yesterday voted with their feet out of the august House after Speaker of the National Assembly, Anne Makinda ruled out a motion to postpone Bunge activities to allow them travel to the Isles to see the victims.

It was Hamad Rashid Mohammed (Wawi, CUF) moved the motion to request the Speaker to suspend the House activities.

Responding, the Speaker said it was very unfortunate that majority of the MPs were misusing the House Standing Orders.

“I am aware that this matter is a serious one. In fact it is very serious and preponderate. Let’s finish discussing this budget as the government is working out to get precise information on the matter,” she said.

She further told the MPs to wait for the Home Affairs minister’s report on the incident.

However, after her remarks, all MPs from Zanzibar walking out in protest before holding press a conference Pius Msekwa Hall where they clarified the reasons for their protestation.

Immediately after the conference, the Speaker allowed Deputy Home Affairs minister Pereila Ame Silima to start winding up his ministry’s budget estimates.

A few minutes later, Home Affairs minister Dr Emmanuel Nchimbi stood and referring to Standing Order 58 (5) requested the Speaker to withdraw the tabled motion so that MPs could help the passengers involved in the capsized boat.

It was then that the Speaker adjourned the meeting to today.

WATU 60 wanahofiwa kufa maji na wengine kadhaa kujeruhiwa baada ya boti iliyokuwa imebeba abiria wanaokadiriwa kufikia 250 ikitokea Dar es Salaam kwenda Unguja, Zanzibar kuzama baharini.Hii ni ajali ya pili mbaya kutokea katika kipindi cha miezi 10 tangu ilipotokea nyingine ya Meli ya Mv Spice Islander ambayo inakadiriwa kuwa watu wapatao 200 walifariki dunia.Boti hiyo iliyoondoka jana Dar es Salaam majira ya saa 6:00 mchana na kutarajiwa kufika Bandari ya Malindi, Zanzibar saa 9:30 jioni, ilizama eneo la Pungume karibu kilomita 48 kutoka Bandari ya Zanzibar.
Inaelezwa kuwa, ilianza kuzama saa 7:30 mchana kutokana na kupigwa na mawimbi mazito ya bahari.

Hata hivyo, Waziri wa Mawasiliano na Miundombinu wa Zanzibar, Hamad Masoud Hamad alithibitisha vifo vya watu 12 hadi vilivyoripotiwa ilipotimu saa 12:30 jioni jana wakati kazi ya uokoaji ikiwa inaendelea.

Baadaye saa 1:00 Ofisa Habari na Mawasiliano wa Wizara hiyo, Nafisa Madai aliwaambia waandishi wa habari kuwa idadi hiyo ilikuwa imeongezeka hadi kufikia 24 na majeruhi walikuwa 145.Madai alisema wakati boti hiyo inaondoka Dar es Salaam, ilikuwa na abiria 250 wakiwamo watoto 31 na wafanyakazi tisa.

Naibu Katibu Mkuu Ofisi ya Makamu wa Pili wa Rais wa Zanzibar, Said Shaaban akizungumzia ajali ya boti hiyo ya Mv Skad, inayomilikiwa na Kampuni ya Meli Seagull alisema: “Vikosi vya uokoaji tayari vinaelekea katika eneo hilo ili kusaidia majeruhi na kufuatilia yaliyotokea.”

Maofisa kadhaa wa Serikali wakiongozwa na Makamu wa Pili wa Rais wa Zanzibar, Balozi Seif Ali Iddi walifika Bandari ya Malindi na Waziri wa Mawasiliano na Miundombinu Zanzibar, Hamad Masoud Hamad aliongoza msafara wa viongozi wengine kwenda katika eneo la tukio.

Awali, Waziri wa Mambo ya Ndani ya Nchi, Dk Emmanuel Nchimbi alisema kuwa, hadi alipopata taarifa, watu waliokuwa wamefariki dunia ni saba na 124 ndiyo waliokuwa wameokolewa. Alisema meli hiyo ina uwezo wa kubeba abiria 300 na waliosafiri siku ya tukio hawazidi 250.

Awali, taarifa zilieleza kuwa watu 10 waliokolewa na maiti zaidi ya 60 zimenasa katika boti hiyo na kuvifanya vikosi vya uokoaji vya Jeshi la Wananchi wa Tanzania (JWTZ), Polisi na KMKM kupata wakati mgumu kwenye zoezi la uokoaji.Kazi ya kuokoa maisha ya watu waliozama kwenye boti hiyo na kuopoa maiti ilifanywa kwa kutumia boti nne zikiwamo za Serikali na zile zinazomilikiwa na Kampuni ya Azam Marine.

Hata hivyo, ilielezwa kwamba boti za polisi zilichelewa kwenda katika eneo la tukio kutokana na kukosekana kwa mafuta.

Akizungumza na waandishi wa habari muda mfupi baada ya kufika bandarini, Balozi Seif aliwataka wananchi kutulia na kusubiri wakiwa nyumbani wakati Serikali ikifanya juhudi za uokoaji.

Shughuli nyingi za usafiri zilivurugika kutokana na tukio hilo na Meli ya Mv Sea Bus ililazimika kufuta safari zake kupisha kazi hiyo ya uokoaji.
Mamlaka ya Udhibiti wa Usafiri wa Nchi Kavu na Majini (Sumatra), imesema inafuatilia tukio hilo kwa karibu ili kubaini chanzo.
Ofisa Uhusiano wa Sumatra, David Mziray alisema jana muda mfupi baada ya ajali hiyo kuwa, wanawasiliana na Kituo cha Utafutaji na Uokoaji Majini (MRCC), ili kupata taarifa kamili kabla ya kuujulisha umma.
Spika Makinda achafua hali ya hewa

Kutokana na ajali hiyo, muda mfupi baada ya kipindi cha jioni kuanza, Mbunge wa Wawi (CUF), Hamad Rashid Mohamed alisimama na kuomba mwongozo kwa kutumia Kanuni ya 47(3) kulitaka Bunge lipitishe Makadirio ya Matumizi ya Wizara ya Mambo ya Ndani ya Nchi kwa mafungu bila ya kutolewa ufafanuzi ili wabunge waweze kupata muda wa kujadili tukio hilo.

Hata hivyo, Spika Anne Makinda alipinga hoja ya Hamad na kutaka Bunge liendelee akieleza kwamba kanuni hiyo imekuwa ikitumiwa vibaya na kwamba tayari ameshawasiliana na waziri husika na kwamba taarifa kamili zitakapopatikana angelitaarifu Bunge.
Baada ya kauli hiyo Spika Makinda aliruhusu shughuli za Bunge ziendelee na kumwita Silima kutoa ufafanuzi wa hoja za wabunge.

Lakini wakati Naibu Waziri huyo akielekea kutoa hotuba yake, wabunge wote wa CUF, Chadema na baadhi wa CCM walitoka nje na kwenda katika Ukumbi wa Msekwa ili kupeana taarifa za ajali hiyo na kupanga mikakati ya jinsi ya kutuma ujumbe wa haraka kwenda Zanzibar kushirikiana na waokoaji.
Ukumbi huo uligeuka kuwa wa maombolezo kwa muda baada ya wabunge wengi kuangua vilio pale walipopewa taarifa rasmi za ajali hiyo.

Mbunge wa Wawi, Hamad Rashid alieleza kwa ufupi tukio lilivyo na kwamba wangemwomba Waziri Mkuu, Mizengo Pinda awasaidie ndege ya Serikali ili waweze kwenda Zanzibar kujumuika na wenzao katika tukio hilo.

Baada ya Hamad kumaliza alisimama Mbunge wa Kuteuliwa, James Mbatia ambaye alijaribu kuwatuliza wabunge akisema kuwa, meli inaweza kuzama lakini watu wasipoteze maisha kutokana na kuchukua muda, kauli ambayo ilipingwa na wabunge wengi.Mbunge wa Mji Mkongwe (CUF), Ibrahim Sanya alimshutumu Spika Makinda akisema, amekosa hisia na hajui kwamba kuzama kwa meli ni janga la kitaifa.
“Kwa hili hata nikikutana na Spika nitamwambia kweli ameniudhi. Sihitaji ubunge kama hali yenyewe ndiyo hii na tutapiga kura ya kutokuwa na imani na Spika,” alisema Sanya.

Wakati hayo yakitokea, katika Viwanja vya Bunge baadhi ya wabunge na mawaziri walionekana wakiwa katika vikundi wakijadili suala hilo, huku wengine wakipinga uamuzi huo wa Spika.

Wakati hayo yakiendelea katika Ukumbi wa Msekwa, Bunge lilikuwa likiendelea kumsikiliza Silima akijibu hoja za wabunge na baada ya kumaliza, Spika Makinda alimwita mtoa hoja, Waziri Nchimbi naye kujibu.Lakini badala yake, alitumia fursa yake kuondoa hoja ya Makadirio ya Matumizi ya wizara yake ili kutoa fursa kwa Bunge kujadili ushiriki wake katika tukio la kuzama kwa boti hiyo.

Dk Nchimbi alitumia Kanuni ya 58 (5) ambayo inamtaka mtoa hoja kusimama na kutoa hoja ya kuondoa mezani hoja yake kama kuna jambo la dharura.

“Mheshimiwa Spika, natumia Kanuni ya 58 (5) ambayo inamtaka Waziri kusimama na kutoa hoja ya kuondoa mezani hoja yake kama kuna jambo la dharura,” alisema Dk Nchimbi.Dk Nchimbi aliendelea: “Ikumbukwe Mheshimiwa Spika, muda mfupi kabla ya kuingia hapa ndani uliniita mimi na Naibu Waziri ukataka tukueleze hali ya ajali hiyo na kwa wakati huo Kamishna wa Matukio Zanzibar alikuwa eneo la tukio. Sasa basi, kutokana na agizo lako, ni imani yangu kwa muda aliotumia Naibu Waziri unatosha kuendelea kufuatilia jambo hilo.”

Baada ya kutoa maelezo hayo, Wabunge wote 49 waliokuwa wamebaki katika ukumbi walisimama kuunga mkono hoja.
Baada ya hapo, Spika Makinda aliwahoji na kwa kauli moja waliridhia kuahirishwa kwa kikao hicho wakati huo ikiwa saa 11:31 hadi leo saa 3.00 asubuhi, huku akiitisha kikao cha dharura cha Kamati ya Uongozi ya Bunge jana hiyohiyo kujadili suala hilo.

Akizungumza baada ya kikao hicho cha Kamati ya Uongozi, Kaimu Katibu wa Bunge, John Joel alisema, limeamua kufuta kipindi cha Maswali kwa Waziri Mkuu na kwamba kikao cha Bunge kitaendelea leo asubuhi kuanzia saa 2:00 kupokea taarifa ya Serikali kisha watajadili mustakabali wa vikao vya Bunge.Kamati hiyo pia iliamua kutuma ujumbe wa wabunge kwenda Zanzibar kuwafarijiwa wale wote walioathiriwa na ajali hiyo.

Ni ajali ya pili
Ajali Mv Spice Islander ambayo ilitokea Septemba 10, 2011 ikitokea Unguja kuelekea Pemba, ilizama kutokana na kuzidisha abiria ambao kwa mujibu wa tume iliyoundwa kuchunguza ajali hiyo, ilikuwa na abiria 2,470 na mizigo wakati uwezo wake ulikuwa kubeba abiria 600 tu.
Tume hiyo iliyoundwa na Rais wa Zanzibar, Dk Ali Mohamed Shein ilibaini kwamba ajali hiyo ilisababishwa na uzembe, kutofuata sheria na rushwa katika Bandari ya Zanzibar.

Tume hiyo ilipendekeza wahusika wa ajali hiyo kuchukuliwa hatua za kisheria na kinidhamu.
Nohodha wa meli hiyo, Said Abdallah Kinyangite, wamiliki wa meli, watendaji wa Bandari ya Zanzibar walifikishwa katika Mahakama Kuu ya Zanzibar ambako kesi zao zinaendelea.

Imeandikwa na Salma Said, Zanzibar, Neville Meena, Habel Chidawali na Boniface Meena, Dodoma; Raymond Kaminyoge, Aidan Mhando, Dar es Salaam.

Very sad news.
May Almighty rest the departed souls in peace and grant their close ones lots of patience.
Lets hope more people are rescued safe and sound.

P.S: Our Aimmah have adviced us to recite Aytal kursi and give out charity with intention/niyyat of ones safety and then start one's journey, InshaAllah one will reach one's destination safe and sound.

I am told volunteers from our jamaat are in Zanzibar since yesterday night. They are helping in recovering bodies.

Any news from them?
