In Tanzania the Government forcefully nationalised private buildings in 1967 and created a national corporation to own and run them.

In the process the original owners were not compensated sufficiently for their losses.

As per Tanzanian law, all land belongs to the president. It is leased out for periods of 33 years, 66 years or 99 years. On completion of the lease period, in normal circumstances the current leaseholder gets first priority to renew his lease.

1. Is it permissible to acquire said properties from the said national corporation and build brand new structures on it (not using the older buildings built by the original owners) and use them without permission of the original owner?

2. Is it permissible to acquire and use the original building from the said national corporation without the permission of the original owner?
