Thalassemia Carriers (also known as Thalassemia minor or trait) usually have lower hemoglobin than normal individuals and this fact would make them excluded from donating blood.
But in some cases, the hemoglobin levels may be normal and that would make it okay for them to donate.
Blood from a thalassemia minor patient is okay to be used for transfusion and would be useful
