Why is the game of Chess allowed in Iran, and no one is objecting against it ?

There is a difference in this issue on the application level whether is was made for the gambling purpose of not, based on the opinion of many Jurists including Ayatoll AlUzma S Ali Sistani (May Allah protect him) it is considered a tool of Gambling historically.
